Dear Member in the Employment Committee,
In April 2022, the European Commission proposed to amend the Directive 2011/98/EU on a single application procedure for a single permit for third-country nationals to reside and work in the territory of a Member State and on a common set of rights for third-country workers legally residing in a Member State (Single Permit Directive).
Tomorrow morning, you will vote on the EMPL opinion on the Single Permit Directive. For the ETUC, the review of this Directive presents an opportunity to increase labour market coherence and mobility, and to tackle labour exploitation. For this reason, the recast of the SPD is of high priority for the ETUC.
The compromise amendments expand the application of the Directive (CA 3), improve the right of access to information (CA 8), provide the right to the worker to change employer (CA 10), and strengthen the equal treatment provisions (CA 11).
Therefore, the ETUC would like to express its support, and we call upon you to vote in favour of all the compromise amendments.
