Progressing toward a European optional legal framework for Transnational Company Agreements:
In line with the 2015 Paris Congress and Executive Committee decisions, the ETUC has put forward a concept example for a European Optional Legal Framework (OLF) for Transnational Company Agreements (TCAs). This would help clarify the leading role of the European Trade Union Federations (ETUFs) in negotiations as well as the interaction between different levels of collective bargaining and the effectiveness of such agreements. The ETUC proposal is based on the following documents – the so-called ‘OLF package’ – which has been developed over recent years:
- ETUC report Towards a Legal Framework for Transnational Company Agreements;
- ETUC report Building an enabling environment for voluntary and autonomous negotiations at transnational level between trade unions and multinational companies;
- ETUC concept example of a possible OLF for TCAs;
- European Parliament Resolution on Cross-border collective bargaining and transnational social dialogue - Rapporteur Thomas Händel MEP, adopted on 12 September 2013.
