Call to Action : Decent work in the platform economy in view of ILO - reply to questionnaire by 14 November

Dear colleagues,

I am contacting you to ask for your support in view of the ILO discussion on decent work in the platform economy. 

Following a sustained campaign by the trade union movement, the 2025 International Labour Conference decided to place “Decent work in the platform economy” on the agenda in 2026 for a second discussion aimed at adopting a Convention, supplemented by a Recommendation.

Let me first sincerely thank you for the work you are doing on this file and for the feedback you have shared with colleagues in the ETUC and PERC/ITUC secretariats. It is clear that our advocacy has been successful: governments are signalling their willingness to support an ambitious Convention on decent work in the platform economy. This is an important step forward.

To sustain this momentum, it is crucial that affiliates that have not done so already complete and send the ILO questionnaire no later than Friday, 14 November 2025 to ILO Office ([email protected]) and ITUC Secretariat: ([email protected]). Please use the attached guidelines to support your reply, and include any additional relevant information drawn from national legislation or practice and collective agreements.

For your convenience, we attach:

- Updated guidelines for completing the questionnaire (EN, ES, FR)

- A briefing note setting out the arguments supporting the technical change in the definition’s wording (EN, ES)

- The report examining the employment relationship in the platform economy through the ILO lens (EN) 

Please feel free to share the guidelines with your governments and urge them to support the workers’ approach.
