Hereby we share with you the ETUC/ETUI report "The Youth Guarantee in Europe", the research developed by Margherita Bussi. This report has been undertaken within the framework of the project "For Quality Measures in Youth Employment!".

As the partnership approach is an important element of the setting up of the Youth Guarantee Implementations Plans, the ETUC launched a survey among trade unions in order to monitor whether they are involved, at this stage, and what is their degree of satisfaction regarding the cooperation. Apart from this research, the report is completed with a desk research analyzing the implementation plans of each member state and the European legal basis and funding.

Some of the main conclussion of the study are:

  • The involvement of social partners in the design, implementation and assessment of the Youth Guarantee schemes should be enhanced. 
  • The participation of trade unions and employers’ organizations at national level in setting into motion European employment policies is crucial to ensure an effective implementation of such measures.
  • Support a sustainable and inclusive recovery together with the implementation of an investment plan for jobs is a necessary pre-condition for improving the situation of young peoples in the labour market.
